Liaoning Institute of Science and Engineering is located in Jinzhou City, a famous historical and cultural city known as the "Hero City" along the Liaoxi Corridor by the Bohai Bay. The school's history can be traced back to the private branch of Jinzhou Teachers College established in 1999. In 2003, it was renamed Bohai University College of Arts and Sciences with the approval of the Liaoning Provincial Department of Education. In 2014, it was approved by the Ministry of Education to be renamed Liaoning Institute of Science and Technology. In 2023, it successfully passed the undergraduate teaching qualification evaluation of the Ministry of Education.
The school currently has two campuses in Songshan and Binhai, covering an area of approximately 593.7 mu and with a building area of 235,500 square meters. It has 10 secondary colleges such as the School of Mechanical and Electrical Engineering, the School of Intelligent Engineering, and the School of Information Engineering, as well as 1 public teaching unit and 1 affiliated unit. There are 439 full-time teachers and 7,125 students enrolled. Currently, it has developed into a multi-disciplinary applied university focusing on engineering, with coordinated development in engineering, management, economics, literature, education, and other disciplines. Since its establishment, the school has cumulatively delivered over 28,000 talents of various types to society, represented by Liu Yan, a recipient of the "National May 1st Labor Medal."
The school offers 36 undergraduate programs and 4 specialist programs. It currently has 2 provincial-level innovation and entrepreneurship education reform pilot programs, and has established 2 first-class undergraduate program construction sites in Liaoning Province in computer science and technology and logistics engineering. There are 7 provincial-level off-campus practice education bases for college students; 38 provincial-level first-class undergraduate courses, 12 provincial-level inter-school cooperation projects, and 41 provincial-level teaching reform projects have been approved; 6 provincial-level teaching achievement awards have been obtained, including 1 third prize in the National Teacher Teaching Innovation Competition, 1 first prize, 1 second prize, and 4 third prizes at the provincial level, as well as 27 teaching competition awards at the provincial and municipal levels or above.
In accordance with the principles of "reasonable structure, equal emphasis on recruitment and cultivation, combination of full-time and part-time positions, and priority for dual-qualification teachers," the school continuously strengthens the construction of its teaching faculty. Currently, there are 174 teachers with senior professional titles, 317 teachers with master's or higher degrees, and 94 dual-qualified teachers. The school has established 15 university-level teaching teams and 1 excellent teaching and research team for aesthetic education in Liaoning Province. There is 1 recipient of the Special Allowance of the State Council Government, and 2 outstanding teachers in Liaoning Province. The school was awarded the Advanced Collective for Online Training of College Teachers in Liaoning Province for the 2021-2022 period.
Adhering to the service orientation of "based in Jinzhou, serving Liaoning, and facing the whole country," the school focuses on the Three-Year Action Plan for Comprehensive Revitalization and Breakthroughs in Liaoning Province. Centering on Liaoning's innovative development strategy of "Digital Liaoning, Smart Manufacturing Province" and the construction plan for Jinzhou Digital City, the school strives to enhance its ability to serve local economic development. Currently, there are 4 university-level scientific research platforms, and 2 key new think tanks have been established in Jinzhou City. Nine industry-university cooperation colleges have been established, including 1 provincial-level modern industry college. Twenty "customized classes" have been formed for enterprises, constructing a new teaching model of industry-education integration oriented toward the talent needs of industries and local enterprises.
The school has participated in the "Sustainable 'Student-Centered' Advanced Teaching Concept to Promote Teaching Development in China and Georgia" project funded by the EU's "Erasmus+" program, together with 12 universities in 6 countries including Denmark and Portugal. The school has also contributed to the development of 1 international handbook. Four exchange programs between Liaoning Institute of Science and Technology and Ruse University in Bulgaria have been signed under the EU's "Erasmus+" program.

Over the past five years, students have won 2,004 awards in various innovation and entrepreneurship competitions, including 6 national first prizes and 185 provincial first prizes. The employment rate of graduates is over 93%, ranking at the forefront of similar institutions in the province, and the school has been awarded the first prize for employment work among ordinary universities and colleges in Liaoning Province for 2022.
